FANR’s NuTech portal continues to provide high performance service to its licensees during Q1 2020

​FANR’s Nuclear Technology Portal (NuTech), the first automated import and export control system for nuclear-related dual use items developed by Federal Authority for Nuclear Regulation (FANR), has been playing an important role in facilitating the businesses to import and export regulated items in the UAE.


During the first quarter of 2020, FANR processed around 1,425 requests, through its NuTech portal, with over 95% of those requests where completed in one day or less.


Such approvals follow the enhancements recently made to the portal such the safeguard licensing model (create, edit, view and search licenses), list of sanctioned entities (displaying link to UN sanctions lists), US review model for consignment to/ from the United States (review items imported from/ exported to the USA), in addition to the SMS and email notification to licensees.


The NuTech Portal received a satisfaction rate of 88% from licensees due to its efficiency and fast turnaround time, allowing them to release their items from the ports with ease and hassle-free.


The Portal strengthens the control of import, export, re-export, transit and transshipment of nuclear related dual-use items regulated by FANR as per regulation number FANR-REG-09. The Portal is the result of FANR’s continuous efforts to prevent the diversion, misuse and illicit trafficking in nuclear equipment and technology, in line with the international nuclear non-proliferation regime.


Despite the restrictions imposed by the COVID-19 measures, the Portal has contributed towards FANR’s business continuity and allowed FANR to respond to its stakeholders in a timely manner and meet its national and international obligations related to nuclear export controls.


Nuclear export control is an essential part of Nuclear Non-Proliferation and any nuclear programme.  As part of its commitment to achieve the highest standards of non-proliferation, the UAE is applying a strict import and export control regime to block and respond effectively to illicit trade of nuclear material, nuclear technology, or equipment. To this end, the UAE has gone a long way in developing and implementing its regulatory infrastructure consistent with its international obligations and national policy objectives serving the national agenda indicator of (Logistics Performance Index) in coordination with Federal Transport Authority- Land & Maritime.
